The gap
Most strata and body corporate managers know fire compliance is important. Very few can describe what AS1851-2012 actually requires them to verify, document, and produce on demand.
The Annual Fire Safety Statement in NSW and the Annual Occupier's Statement in QLD are legal declarations. Signing either without the underlying Yearly Condition Reports in hand — for every class of installation, at every building — is a false attestation.

The regulatory map
Each obligation below maps to a specific clause. A 'yes' without documentation is still a no.
Under SL 2025-17 (effective 13 February 2026), owners corporations — and their strata managers — must maintain essential fire safety measures in strict accordance with AS1851-2012. Enforced with on-the-spot fines and Land & Environment Court liability.
From 01/08/2025 only FPAS-accredited individuals may sign Fire Safety Certificates and AFSS. A company ABN and an invoice are not evidence of individual accreditation.
Records must be retained and immediately accessible on-site for a minimum of 7 years. PDFs buried in an inbox do not satisfy the 'readily accessible' threshold.
Critical defects: verbal before the technician leaves site, written within 24 hours. Non-critical: within one week. A generic service report does not satisfy this.
Monthly services completed outside the ±5 working day window trigger mandatory Non-Conformance logging. These liabilities compound silently across a portfolio.
A structured Yearly Condition Report — separate from invoices — is required per fire protection system, confirming approved design and listing all outstanding defects.
Annual end-to-end interface testing across sprinklers, HVAC, smoke exhaust and door release — one of the most frequently missed requirements.
